Автор: АНО ЦПГИ «Гражданское развитие» подготовило справочное пособие «Капитальный ремонт в многоквартирных домах города Москвы». Справочник поможет молодежным активистам разобраться в вопросах накопления средств на капитальный ремонт, проведения общественного контроля на этапе выполнения и приемки работ. Специфические темы раскрываются простым и понятным языком с опорой на существующие нормативные документы.
С 2015 года сбор средств на капитальный ремонт стал обязательным практически для всех собственников помещений в многоквартирных домах. Значительное количество многоквартирных домов уже столкнулось с проведением работ.
К сожалению, до сих пор далеко не все собственники квартир осознают свои обязательства при проведении капитального ремонта. Многие из них с неохотой голосуют на общих собраниях, не разбираются в способах накопления средств, их преимуществах и недостатках. Нередко встречаются случаи, когда рабочим отказывают в доступе в жилье для проведения капитального ремонта, к примеру, для замены трубопроводов холодного или горячего водоснабжения, канализации.
Такая ситуация не может считаться удовлетворительной. Важно понять, что собственники жилья в многоквартирном доме несут такую же ответственность за свой дом, как и собственники в частном доме. Просто решать вопросы содержания и ремонта им приходится сообща, оформляя свои решения протоколами общих собраний.
В подготовленном справочном пособии рассмотрены наиболее важные аспекты накопления средств на капитальный ремонт и проведения работ, уделено особое внимание механизмам общественного контроля на различных этапах капитального ремонта.
Справочный материал подготовлен в рамках проекта «Корпус молодых общественных помощников в капитальном ремонте» при поддержке, предоставленной Комитетом общественных связей и молодежной политики города Москвы по результатам победы в конкурсе грантов Мэра Москвы. Он должен помочь молодежным активистам закрепить полученные в ходе обучающих семинаров знания и способствовать распространению интереса к сфере капитального ремонта в молодежной среде.
